You’re misrepresenting what Trump is proposing. His proposed law will not restore any abortion rights to states like Texas, it will only limit abortion access in states that permit abortion after 16 weeks.
Furthermore, it’s not like they havent tried to codify Roe. They didn’t have the votes to pass, as there were several Democrats that did not vote for it.
