I did play Xbox Cloud Gaming on my Steam Deck without using any VPN and this was one of the reason why I purchased xbplay. My region is NOT supported officially for Xbox Cloud Gaming.
So if I buy xbplay again on Steam Store, can I use it on Windows PC and play Xbox Cloud Gaming on PC without the use of VPN as well, just like it did on Steam Deck? Can xbplay fake the region to a supporting one such as Korea, on my PC?
Better yet, is there anyway to transfer / propagate my ownership of purchased xbplay from Android version to PC Steam version?
Or is the ownership binds to my Xbox game pass account, as long as I login with the same Xbox game pass account it will recognize I am a paid user?

Sorry for my bad English. I bought it 1st on Android Store, used it fine and then I downloaded it on Steam Deck via the Steam Deck App store (in Desktop Mode, NOT the Steam Store) and it just worked fine again without purchase again. But in Windows PC Steam Store I can only see a Purchase button and it will involve payment, right?

or they can just use the non steam version that is included with the license they purchased. Also the Steam Deck uses more than just Steam for software, OP didn’t buy the Steam version.
Just sign-in with the same Microsoft account. The license is tied to your account when you purchase it. If it doesn’t automatically get your license there should be a button in settings called cross restore or something along those lines.
Thanks for this tip!! Yes it works perfect. Now my Windows PC becomes yet another easy-to-start gaming platform! I played Dirt 5 and it was SO smooth made it no big difference from Remote Play via streaming from my own local XSX console.
