Or do I need to make a new account? I’m in the USA and my yearly subscription just ended and I wanted to renew it. I tried renewing using a VPN set in India but when I signed up using my US credit card it charged me the US rates. So I canceled that and now I’m trying to figure out what to do.

A VPN won’t do anything for you so long as you use a US-based payment method. You probably aren’t going to be able to get around this restriction without finding a way to set up a foreign bank account, but that’s honestly such a ridiculous thing to do just to save what, maybe $20-30 a year?
Additionally, there’s also that having foreign bank accounts as a US citizen comes with its own issues & hassles, especially for taxes & reporting to the IRS.

Could you pay with PayPal? Coz it’s not showing me the PayPal option at all.
I was looking for India gift cards, but I only find global gift cards, which cost less than a monthly subscription, but still cost a lot with 9€ a month.
