Yes, in some regions you can only gamble with money that you earned through gameplay, some regions block gambling entirely and a few countries allow in-game money from all sources to be used for gambling
It’s an unfortunate side effect of Rockstar’s lawyers being careful I guess, as I said to OP. I am on the side of “you shouldn’t be paying for shark cards for this” but I can understand just wanting to access the new content and doing stuff with money you already have.
