No, it is not illegal to view TikTok or use a VPN. It was only going to regulate whether Google and Apple can offer TikTok for download in their app stores.

US ISPs are also forbidden from passing TikTok data. Some people in Canada and even Australia can’t access if for whatever reason their app was talking to a US server.

My understanding is that TikTok actually could stay online (you are sending messages to its servers to see messages on the mobile app and web browser) but they wouldn’t be able to provide security and feature updates. The additional language is to avoid any workaround to updating via the app stores, like downloading an updated web UI.

The previous commenter made it more sound like the Fortnite on IOS issue. Game worked perfectly fine but wasn’t on the App Store, if you installed it alternatively things were a-okay.
With having the ban also effect passing data for hosing companies it forces the use of the VPN and could even put US based VPN companies at risk. That would be interesting to see shakeout if it does.
