Threat Protection won't turn on

I hit the toggle for Threat Protection to turn it on and I just get a permanent loading wheel

I never use it. Some sites refuse to load with it on.

This worked. This time I got a pop-up window that showed me how to enable it in my computer settings. Its up and running now.
