I have found a solution for IOS devices
Step 1- logout of your account for itunes
Step2- create or get an account from outside the us
Step 3 - you have to be using wifi disable your sim card
Step- 4 once logged in you will see that tiktok is in the app store go to settings // storage // delete tiktok app fully
Step - download tiktok again and download any vpn of your choice
Final step- once you done all of them right tiktok will be available just create a new account and enjoy
