I’ve looked around a bit but can’t seem to find a decent router (NAT, DHCP, VPN) without wireless AP built in. I also need PoE, with at least 6 ports.
My setup is gig fiber ONT → router/PoE → Unify APs + a few wired clients.

You may want to look at Mikrotik’s hEX routers. For example these two are quite close, the “lite” having passive PoE and the other one having active.

You should look around their hardware, there are a lot of models. Anyone of them will have their RouterOS with a licence level 4, which does everything you want (unless you want more than 200 VPNs ? xD )
I’m not sure I would recommand having PoE directly on the router though. I don’t see a particular issue but I think having a dedicated PoE switch is helpful keeping things separated in case of an issue, and to be more versatile in case you need more ports. But that’s just my grain of salt.

You may need to investigate a separate router and PoE switch.
I’d use a separate PoE switch that uplinks to the router.
That’s what I have now. Would like to upgrade/ consolidate.
