Not really a solution, but a temporary fix for urgent downloads and updates.
Looks like it may be a regional problem - you can try to use VPN and set VPN’s country to US, it worked for many in my region (Russia).
I tried Hotspot Shield VPN (downloaded those 13mb for half an hour…), but you can choose any trustworthy VPN app. You’re lucky if you have one installed already )
Some people say that it also helps to turn off/on VPN a few times during download if it’s still slow.
Me and few other people also had this weird thing - when using VPN the download circle stays at 0% - and in a few minutes it just jumps to fully downloaded. So if it doesn’t “progress” at all - please give it some time.

The other fix is to use 3G/LTE instead of WiFi, or download/update through iTunes desktop app.
I had the very same problem (Germany here) but switching the DNS server (to 8.8.8.8 (Google)) already helped and now download speeds are decent enough again. Maybe it’ll already work for you as well.
App Store country change is not related to VPN at all. As far as I know you can’t change App Store country without changing your billing address and payment method to that country. And I’m not sure that it can even fix the issue - it probably even doesn’t transfer your old purchases.
And VPN here just seems to fix some problems between ISP and Apple servers for some people during those hard times.
I didn’t see any official statements, but there’s a lot of reports on apple forums since august and till today. There are usual advises from support like restart, reset, DNS change, but those still don’t work in many cases.
DNS didn’t work for me at all. And I heard that it worked for someone at first, but then recently stopped working (slow downloads again), so probably there’s many factors to this problem - different ISPs, major Apple server problems in regions, etc.
