Please help! I’m in China, the only way I use the internet here is through a vpn. I use v2ray on my pc and Shadowrocket on my phone, now I can’t access websites outside of China…

Reddit is blocked without VPN in China. So technically he shouldn’t be able to make that post without a VPN. Sounds like a fishing post.
If your phone can connect, just download a .exe for a vpn and copy it to the laptop. Or by email, etc.
Open vpn sharing on your shadowrocket app. Then connect your laptop to the same wifi. Then set the system proxy on your laptop to point to the shared vpn on your phone. That’s it.
There are a lot of rather ill-informed comments comments in this thread.
It is my understanding that TLS-based circumvention protocols such as V2Ray are able to be blocked by the GFW, This first occurred about 6 months ago. I believe that this is done by blocking the specific port on which the circumvention services are listening.
Typically, China blocks VPNs et al, periodically and I suspect that you will be able to use V2Ray again shortly, but expect more blocks from time to time.
P.S. Could you use your phone as a personal hotspot for your computer?

Fishing post? Why? He clearly stated that only V2Ray was blocked which meant that he was still able to use the Shadowrocket VPN on his phone.
Please read my comment elsewhere in this thread providing a detailed explanation of how V2Ray has been blocked by China.

You didn’t specify which VPN wasn’t working in your title. Just that you couldn’t access websites outside of China.
