Hoping someone can help me with this! I work for a camp that uses a Fortigate 200F for our firewall, and we are not able to use Hulu because it says we are using a VPN/Proxy. We are in the US and we have a range of External IP’s and I’ve tested on multiple but all get the same error when trying to access Hulu from the network, so I don’t believe we are IP address banned. Has anyone come across this issue before and any suggestions on how to get past this?
I suspect that you are either using the DNS filter or the Web Filter as part of your traffic policy. Look at FortiView to determine where it is being blocked, and make changes to your policy to avoid blocking what you don’t want. (Either make the security on the policy more narrow, or set an exemption for Hulu)
Are you on satellite internet of some sort by chance? A lot of satellite address space is not classified by geoip which I’m sure Hulu may be using(?).
I don’t see how this is a Fortigate issue, if Hulu thinks your public IPs belong to a VPN service then nothing on the Fortigate can change that. Unless you’re tunneling all your outbound traffic through another service. Assuming you’re not doing that, you’d need to either somehow petition Hulu/your ISP to re-classify or whitelist the IPs, or potentially have your ISP assign you a different IP block to use.
So it’s not being blocked on our end, it’s a pop up that appears on Hulu when you try to play a video saying we are using a vpn/proxy to access their site and that’s not allowed. I disabled the web filter while testing but didn’t seem to do the trick, I will try looking further at the DNS filter to see if that does anything!

What security profiles are you using with the policy that allows access to Hulu?
Also, are your firewall policies in proxy mode or flow mode?
I would be very tempted to create a policy that grants access to Hulu, place it above your other outbound policies, and put no filtering on it – certainly, nothing with SSL inspection.
So normally we use the following - AV Filter, Web Filter, DNS Filter, App Filter, IPS Default and SSL Certificate inspection. We have a VLAN created for staff housing and this is where we are mainly trying to access Hulu from. I moved the outbound staff housing policy to the top of the list and disabled all security profiles on that policy and set SSL to no inspection. Unfortunately Hulu is still giving the same error. Any other ides?

Are you sure that the traffic is going through that policy and not some other policy?
