We’ve been on the phone with Netflix then our ISP and now back with Netflix because we are getting the “looks like you’re using a VPN” error and it won’t play certain shows. Netflix keeps giving us the run around and trying to send us back to our ISP or wants us to connect them to our ISP to discuss the issue. We aren’t using nor have we ever used a VPN. This is a Netflix issue because it also happens when I’m using mobile data on my phone and not our internet so I think they’ve flagged us but we’re still on the phone with Netflix trying to convince them it’s a them issue.
you’re likely being assigned a dynamic IP address by your ISP, which may have been previously flagged as a VPN. in theory, restarting your router should get you assigned a new IP, but in practice ISPs will often give you back the same IP address if it hasn’t been reassigned to someone else. you could contact your ISP to ask them to manually reassign you a different IP address, or you could try unplugging your router overnight with the hope that the IP you have now will get reassigned by the time you plug it back in in the morning.
Mobile phone providers often put large batches of customers behind a single Public IP, a form of NAT. You should figure out your public ip (there are sites to do this) and contact your provider to see if they can get this IP off Nexflix’s list.

My ISP ended up having to reset everything to force a new IP address. They said it’s probably that someone in my area was using a VPN and Netflix blocked a bunch of IPs as that’s what they do, mine probably being one of those. It’s annoying as we had to reconnect a bunch of stuff after that. If this happens again I’m just cancelling Netflix. It was such an ordeal to fix this.

It would appear that your public IP address was flagged as that of a VPN provider.
Your only option - as far as I’m concerned, is to try and get a new IP. This typically involves resetting your ISP equipment/power cycle for about a minute or longer. If that doesn’t get you a new IP, you may need to use a 3rd-party router and MAC spoof its WAN port (ASUS supports this) and you may get a new IP.
What causes this? Well, sometimes if Netflix detects VPN activity from your IP (maybe too many accounts connecting from it) then they assume it’s a VPN and ban it. This can happen if you are running anything on your network or devices that make YOU an exit node. I’ve heard on good athority that these bans typically lift in a week or two.
Your ISP has to communicate with Netflix, that they are a normal residential ISP and not some VPN or data center provider. So they have to say to Netflix, that they should whitelist their IP Blocks.
Having this issue as well with Netflix and IP address. They keep blaming my provider. Have not had this issue ever. Same provider same Netflix account. Same router. Started a week ago

Had this issue a few years ago. Contacting any form of support on both ends was nothing but useless. Had to take matters into my own hands and change my IP myself.
I feel that in Netflix’s quest to crack down on people abusing the system they are inadvertently cracking down on those that aren’t abusing the system.

Netflix really does seem determined to drive my millennial ass right back to the Pirate Bay. I’m not playing these games with them; I’ll just cancel.

Cancelling is the correct way to respond to this nonsense. Netflix have turned what was a well priced, convenient service into an over priced PITA service. Vote with your wallet.
