It’s just a secondary DNS server that may be required if the first one doesn’t respond. You can use 8.8.8.8 and 8.8.4.4 from google, 1.1.1.1 from cloudflare or from many others. Here’s a performance comparison: https://www.dnsperf.com/#!dns-resolvers.
Since you’re changing it on your router, it will affect all devices connected to it. However if a device has it’s own local dns configuration, it will not use the routers configuration.

Hope it does! Tunnelling data must be really expensive haha. I do this too sometimes, not for speeds but only to be able to play Rocket League on some European servers, since my pings to some of the servers in that region are messed up due to bad ISP routing.
That will be always better. This only unblocks the internet that’s all.

It will not necessarily give you a lower ping unless your ISP has routing issues. If your pings from India to the following regions look like:
- Europe: ~110-150
- Singapore: ~60
- Middle East ~40
Then you’re pretty much already on good connection, won’t help improve pings.

Make sure the wgcf executable is in the same folder.
The easiest way to do it: Download the wgcf executable, copy it to a folder. Then, while you have the folder opened, type “cmd” in the address bar on top. That will open a command prompt. You can then type these commands in the prompt. It should work.

If you’re talking about the Warp+ config from your phone, yes you can. Check the Change license key section here.
If that’s happening, your ISP has pretty much hard blocked that website or is filtering all dns requests. The simplest solution would be to use a VPN. Don’t know many VPN’s that will allow you to download huge amounts of data for free, but maybe try Warp or give Opera browser a try, it’s got inbuilt VPN.
