So I have a job where I need to frequently visit large retail stores and I go to The Home Depot daily. I’m on my AT&T IPhone X and when my WiFi is on, I am automatically connected to attwifi - Passpoint. There is no option to “Forget This Network” and even though Auto-Join is off, I still automatically connect. Only way to disconnect is to turn WiFi off or connect to a different network. AT&T support has no idea what this even is. Does anyone know anything about it?
This is forced by AT&T via the SIM and iOS carrier settings. At least with the passpoint technology now it’s secure.

Turn Wi-Fi off in Settings. The Passpoint system uses a VPN certificate - so it is secure. But AT&T is offering free Wi-Fi as a means of patching coverage and offloading network traffic.
I guess for me it’s just that I shouldn’t have to turn my WiFi off to disconnect to something I don’t want to be connected to. Seems wrong.
Soon with white space the distinction will be immaterial.
Your alternative is Android. Where device makers still can claw back the final say. For now.
Apple is the one with that power, not Android. On Android att also forces a bunch of network settings. Alternative is T-Mobile.
On my S9+ there is an option to not automatically connect to ATTWiFi.

The Android OEM has the power to offer the option, as /u/bagofbones80 pointed out with the S9. Apple is choosing not to offer the option, and they control the hardware and software.
How much Android OEMs can control offering options like that in the future, we’ll see. I hope they do. I fear in the future we’ll have to buy unlocked devices to have that control, and maybe not with a something-search company’s stack installed on it.
On my s8+ ATT removed the ability to auto connect to particular wifi networks, made a un-removable 911 emergency contact, and disabled wifi sharing. How about s9?
Was that in an update? On my S8+ I disabled auto joining to ATT networks.
Those features are all available on my S9, and oddly, still available on my wife’s S8
