The apps say it’s connected but there is no internet access or the VPN does not pass through traffic and the IP will not change despite it is connected.

Status: Won’t Fix (Obsolete) We were able to reproduce the issue on the public Android Developer Preview build. However, the issue is not reproducible on our internal development build (which is ahead of the public release). Please test it on the next public release and let us know if you are still having issues.

Looks like we have to wait until next build. It’s going to be hell of a ride with Ads after a long time.
This is a pretty serious issue they need to fix ASAP. I noticed adguard wasn’t blocking anything after I clean flashed beta 4. Then visited the adguard forums and Android forums to report bugs and seen they really messed up VPN in beta 4. I may opt out back to stable 11 because of this until it’s fixed.
